State Program Development
State Program Development assists public agencies such as schools, institutions of higher education, state and private agencies in the development of programs and trainings to improve services for students with disabilities. This section maintains the Arkansas Personnel Development (APD) in accordance with federal IDEA requirements. State Program Development also houses the DeafBlind Project, Deans' Symposium, Paraprofessional Training, Co-Teaching Project and State Improvement.

Highly Qualified Personnel


The Arkansas Department of Education has promulgated definitions and instructions to be used by school administrators in determining highly qualified status of school instructional personnel. These definitions and instructions can be found in Commissioner's Communication LIC-06-006 .

Become a Special Educator


In a continuing effort to recruit qualified education personnel for all Arkansas public school districts, the Arkansas Department of Education is pleased to have the available of the web-based recruitment service of TeachArkansas. This service is designed to help those responsible for personnel recruitment meet the challenges of placing the most qualified education professionals in our schools. This service for Arkansas' public schools is provided by the Arkansas Department of Education (ADE) through collaboration of the Special Education and Professional Quality Enhancement Units.
