Electronic Medicaid Claiming Program |
Starting July 1, 2007, a new electronic billing system will be available for Arkansas school districts and education service cooperatives (ESC). Through a partnership between Medicaid In The Schools (MITS) and Computer Automation Systems, Inc (CAS), districts and ESCs will now have a choice when billing for Medicaid reimbursable services. The new software will provide school districts and ESCs with many benefits including:

National Provider Identifier (NPI) |
By May 23, 2007, all public education agencies, service providers contracting with schools, and individual practitioners with Medicaid provider numbers must have a National Provider Identifier (NPI). The NPI is a federal Administrative Simplification mandate of the Health Insurance Portability and Accountability Act of 1996 (HIPAA). The purpose of this identifier is to replace current identifiers associated with Medicaid and other health plans establishing one nationally recognizable number for each provider. Public education agencies, as well as all other providers, that do not obtain the NPI number by the date above will not be able to bill for services until the number is received.

Parental Consent to Release Personal Identifiable Information |
Until further notice, the consent link below can be used by Local Education Agencies (LEA)s to grant parental permission to share personal identifiable information located in educational records used when accessing Medicaid for services provided to students. When LEAs are accessing Medicaid for services provided to students, it is advised that a consent be signed by the parent or guardian. If the completed consent cannot be obtained by the above date, then the district should refrain from billing until the consent is signed by the parent/guardian.

Act 882 of the 2005 Regular Session requires public education agencies to establish a program to inform students and families about the ARKids First program. The components associated with Medicaid outreach and Medicaid eligibility determination are two of the activities included in the Arkansas Medicaid Administrative Claiming (ARMAC) program. Enrolled public education agencies are able to receive reimbursement for the costs associated with these activities. Please view the section above dedicated to the ARMAC program.

Medicaid Match Adjustment Process |
As noted in Commissioner’s Memo LS-07-041, The Arkansas Department of Education (ADE), Special Education Unit, and the Arkansas Department of Health and Human Services, Division of Medical Services (DMS), have jointly developed a new process for Local Education Agency (LEA) quarterly Medicaid match payment documentation and adjustments
Beginning with the Quarter ending September 30, 2006, LEAs will be required to submit an EDS Claim Adjustment Form to correct any errors listed on the quarterly Medicaid statement. In the past, LEAs have highlighted the corrections on the match statement and subtracted the amount of dollars associated with the needed correction from what they owe Medicaid for that time period. LEAs are now instructed to submit the entire amount of match owed for the quarter along with the EDS Claim Adjustment Form to the ADE. Please view the step-by-step process below:
- ADE receives the quarterly Medicaid match data from DMS. ADE records the data and sends the quarterly Medicaid match statements to the LEAs.
- LEAs receive and review the match statement. During the review, if any adjustments are needed (ex. Not the LEA’s student, LEA didn’t bill for these services), then the EDS Claim Adjustment Form will need to be completed. When necessary, several adjustment entries can be made on one form.
- LEAs will then submit a check for the entire Medicaid match amount indicated on the statement and the EDS Claim Adjustment Form to the ADE. In cases when the LEA does not submit a check for the entire match amount or does not submit an EDS Claim Adjustment Form (when needed), the ADE will contact the LEA to correct the issue.
- ADE will then record any corrections; complete a receipt for the match amount received, and forward the check and EDS Claim Adjustment Form to DMS.
- Upon review, Medicaid will credit the disputed amount to the LEA account. All such credits accepted by DMS will be seen on the subsequent quarterly statement.
